Representing Congress is designed to teach students about Congress—its history, procedures, and constitutional roles— through the analysis of political cartoons. 

This e-book was created by the staff at the Center for Legislative Archives at the National Archives and presents 39 cartoons by Clifford K. Berryman, organized in six chapters that illustrate how Congress works. Each page features one cartoon accompanied by links to additional information and questions.

The six chapters are:

  • Congress and the Constitution: Articles I and II Illustrated
  • Congress: the Elected, Representative Branch of Government
  • Congress: Making Laws for the Nation
  • Congress and the President: Balancing Articles I and II
  • The Two-Party System in Congress
  • A Member’s Job: Representing the People and the States

Students:

  • analyze each cartoon using the National Archives and Records Administration Cartoon Analysis Worksheet.
  • analyze several cartoons to discuss how art illustrates civic life (discussion questions included).
  • analyze each cartoon in its historic context (guide included).
